GENERAL RULES - All vehicles in the Outlaw 10.5, Drag Radial and Outlaw 8.5 classes must cross scales after every qualifying and elimination pass. Failure to do so will result in that run being DQ’d. - All Outlaw Street Madness classes run 1/8th mile with the exception of the Quick Street class which runs 1/4 mile. - The following classes run on a 16 car qualifying Pro Ladder: Outlaw 10.5, Drag Radial and Outlaw 8.5. Quick Street will run on an inverted Pro ladder (1 vs. 2, 15 vs. 16), 6.50 and 7.50 Index classes as well as Outlaw Junior run on an all run car Sportsman ladder. - All classes run on a .400 Pro tree. - Door cars only, except for Outlaw Junior. - No car can be fully staged without the other car being pre-staged (no double bulbing). If this happens you must back out to the pre-stage position. Failure to do so will result in disqualification. - All classes may tow to the lanes. - All competitors must declare which class or classes they choose to race at the time of entrance to the event and must be fully paid in accordance with current entry fees. No discounts are given for entering multiple classes. - All competitors MUST fill out a W9 form prior to technical inspection. You will not be compensated in any way until your W9 is received by the Event Director. W9’s will be available at registration or you can download the form from www.irs.gov. Turn completed W9’s in with your tech card(s). - You must meet the safety requirements for the class, mile per hour and time your vehicle runs, and it is YOUR responsibility to know those correct requirements, no exceptions! -OSM reserves the right to adjust any rules at any time as needed to keep the competition fair for all combinations. DEEP STAGING Deep staging allowed at driver’s risk. Track officials will not wait for a racer to deep stage. When both pre-stage bulbs are activated, either side’s stage light will start a 7-second stage count. Failure for the 2nd car to activate its stage bulb within 7 seconds will result in a red light. (OSM’s decision will be final). POINTS Rain Out/Race Cancellation Points Policy In the event of a rain-out and/or race cancellation, any racer that has successfully completed the registration and tech-in process PRIOR to the formal announcement of race cancellation will be eligible to receive tech-in points, and will be eligible to count the race as “attended” for bonus points calculations. This “time frame” for tech-in may be adjusted, as deemed necessary, by the Event Director depending on specific weather conditions and scheduling. In the event that one full round of qualifying is complete, qualifying points and tech points will be awarded to the racer that claims the race. In the event of race cancellation, those racers choosing to retain points from tech-in & for bonus will not be eligible for credit on their race entry/credential. Non-compliance Any contestant disqualified for mechanical non-compliance automatically loses all points for that particular event. The racer will not be able to claim said event as one of the scored events in calculating overall standings or towards any bonus points. Additional penalties may be imposed by OSM. Contestants will be notified if additional penalties are forthcoming. Driver Points All points are awarded to the racer and cannot be transferred under any circumstances. Points are not transferrable from one category to another. Competitor Obligations The OSM points will be posted following each event. It will be the responsibility of each competitor to verify the posted points following each event. Should a competitor wish to contest the posted points they shall have no more than ten days following the postings to officially contest the postings. This must be done in writing and provided to the Director of Events. Tie Breaker Procedures In the event that two competitors tie for points at the end of the racing season, the tie-breaker will be awarded to the racer who participated in the most events. If a tie still exists it will be awarded the racer that achieved the higher points total in his last event. If a tie still exists it will be awarded the racer that achieved the higher finishing position in their last event, (ex: winner, runner-up, semi-finals). If the tie still exists it will be awarded the racer that qualified in the higher position at their last event. If the tie still exists and the class in question does not go by qualifying position, it will be awarded to the racer that had the quicker reaction time for the round in question. If the tie still exists it will be decided by coin toss. CONDUCT OF RACING For the purpose of the OSM rulebook, the term “participant” shall include officials, any person possessing or who has issued a credential, and any person directly or indirectly associated with any vehicle that has been permitted to enter an event site for the purpose of competition, including, but not limited to owners, drivers, and crewpersons. Participants at OSM events are expected, at all times, to conduct themselves in a professional and non-disruptive manner. Any participant who, in the sole and absolute judgment of the OSM organization: - Verbally or physically threatens another participant or other person - Uses vulgar or derogatory language - Engages in un-sportsman like conduct or conduct detrimental to the sport of racing - Or otherwise creates a condition or circumstance that is unsafe, unfair, or out of order shall have violated the rules & regulations of the OSM organization and will be dealt with on a case by case situation. If a situation arises where you feel you need help or have a question pertaining to a run or other racing related procedures, DO NOT come to the tower. Find a member of the OSM staff and briefly and politely explain your situation, and they will alert either the Director of Events, or any OSM staff member as needed who will evaluate the circumstances and get back to you. Once again, do not come to the tower. The tower is off limits except for race personnel and media. TECH INSPECTION Prior to competition, all cars and drivers must pass the OSM technical inspection. This process will be outlined below, but may be changed at any time at the sole discretion of OSM Tech. Prior to inspection, each racer is required to fill out a W9 form and the OSM Tech Registration form with 100% accuracy, including claiming actual engine displacement. Any false information on the OSM Tech Registration form is grounds for immediate suspension and removal of competition points. During the initial tech procedure, the OSM staff reserves the right to inspect any and every portion of the competing vehicle to ensure rules compliance, including teardowns, weight checks, etc. Do not enter your vehicle for competition if you are not prepared to prove the legality and compliance of your vehicle. During the running of the event, prior, during, or after the qualifying and/or eliminations OSM reserves the right to inspect, seal for inspection, and/or teardown any racer’s vehicle for any reason. Prior to competition, all vehicles and driver equipment must undergo a technical inspection. However, OSM makes no representations, warranties, or assurances that a technical inspection will: Detect any problem with a vehicle or a driver’s personal equipment or clothing; Detect any problem with rules compliance, or Prevent injury, death or property damage. The participant agrees that the participant bears the ultimate responsibility at all times to ensure the safety of participant’s vehicle and to ensure that participant complies with all applicable NHRA & OSM rules. The participant agrees that participant is in the best position to know about the construction and operation of participant’s vehicle, equipment, and clothing, and whether there has been compliance with all applicable NHRA & OSM rules. If a participant changes engines during an event, they must report to tech to make them aware of the change. Failure to do so may result in disqualification from the event. OSM will not be held responsible for failed safety and or technical inspections and no refunds of entry fees shall be made to racers failing to comply. QUALIFYING AND ELIMINATIONS If possible, all competitors will be given two qualifying passes, weather permitting. In order to be counted as an official qualifying attempt, all vehicles must self-start on command, self-stage and receive the start signal, or other alternatives deemed appropriate by the event director. All qualifying passes must be made within one of the two official designated qualifying sessions, and only one attempt is permitted per qualifying session. Once qualifying begins there will be no time trails permitted for any qualified field. Following completion of qualifying, all competitors must immediately report to the scales for weigh-in (except 6.50, 7.50, Quick Street and Outlaw Junior). The OSM Director of Events has the option to build a ladder on as little as one qualifying session if track or weather require. If there are no qualifying sessions completed, the Director may build the ladder randomly. In all heads-up classes, the vehicle with the quickest elapsed time will be number 1 qualifier, the 2nd quickest will be the number 2 qualifier, and so on. In the event of identical qualifying elapsed times, the vehicle with the faster top speed recorded on the qualifying runs in question will be awarded the lower qualifying position. To be included on the official ladder for eliminations a competitor must at the very minimum self-start on command, self-stage, and receive the start signal. No competitor shall be added or included on the official ladder if they fail to make at least one qualifying session and complete the minimum requirements as stated above. Should an official qualifying session be eliminated due to weather or any other unforeseen occurrence and a competitor has not staged and received the start signal, that competitor can be placed on the bottom of the ladder. Single Runs During single runs where there is not another competitor on the track to run against, the lone driver is considered the winner once he stages under vehicle power and the tree is activated. If this lone driver commits any lane violation, the elapsed time is voided for lane choice determination and any E.T., MPH, awards, and/or records for points. During eliminations, any driver who has earned a “BYE” run through position (not an opponent’s breakage beyond the front of staging) may choose not to make a full pass, but must report to staging when the round is called, self-start when instructed, stage under the vehicles power, and take the tree. Once the tree has been activated, the driver is NOT required to make the run. Lane Choice (Heads-Up Classes) In all heads up cases lanes choice is determined by elapsed time. In the first round of elimination, the quickest of the qualified pair will have lane choice as determined by the position of the qualifying sheet. In every round after the first, lane choice will go to the competitor that has the quicker elapsed time from the previous round. Bracket Dial-Ins & Personal Indexes Each racer is responsible for verifying his dial-in as well as the opponent before staging. If there is a problem, notify the starter immediately. If a racer stages, they have accepted their dial-in, and/or personal index, and that of their competitor. The race can stand as ran. DISQUALIFICATION Disqualification will be based on a first or worst situation. Rules on controversial situations will be final at the discretion of track and or tech official and Director of Events. - A competitor must break the beams under power to receive any compensation for that round. The ONLY exception to this rule is if we are in the final round of competition and final round position has already been established by the driver in the previous round. - A competitor may not advance to a position in a later round that he did not actually compete in. In the event a class winner is disqualified for any reason, the runner-up will be declared the winner if he is certified as legal. If the runner-up is also disqualified, there will be no winner or runner-up for that class and no awards, points, or purse will be given for those positions. CONTINGENCY AWARDS Contingency awards and payouts are the responsibility of the company posting the contingency and are not that of OSM. OSM will take any reasonable steps necessary to ensure that each participating company sponsor honors their commitments, but the OSM will not be responsible for non-payment or bad checks. Competitors must resolve any disputes or problems relating to contingency or non-payment directly with the company. LETTERING/DECALS/LOGOS All competitors racing in the OSM series are required to display the OSM series sticker on the windshield, roof or front bumper of each vehicle entered with the exception of the Outlaw Junior class. Drivers must have their class designation and class number present on the driver’s side vehicle windshield, driver’s side window/quarter window and or rear window and be clearly visible from the tower. Also, all competitors are required to display their respective class sponsors sticker on the front windshield. Any other sticker placement is acceptable. OSM competition numbers are assigned only to current OSM drivers and will stay with the driver rather than the vehicle owner and/or the vehicle itself. If a replacement driver is needed at any time or there is a “team” of drivers that share driving duties pertaining to one vehicle, each of those drivers must register, carry their own permanent number, tech, certify and comply with any and all rules and regulations of OSM just as the original driver of the “team” vehicle must. Class designations are as follows: Outlaw 10.5 – 2000 Drag Radial – 3000 Outlaw 8.5 – 4000 6.50 Index – 5000 7.50 Index – 6000 Quick Street – 7000 Outlaw Junior – Per NHRA Numbers Use of the OSM logo is prohibited for use on stickers, t-shirts or any other marketing materials, etc unless express written permission is obtained from the OSM Director of Events. . PAYOUT POLICY Payouts will be administrated by OSM, and will be made at the completion of each event AT THE TRACK. DO NOT come to the tower for your payout. Listen for the announcement on where to collect your payout. No payouts will be mailed, made, or sent after the completion of the event. Driver must supply complete information to OSM including proper name, social security number, address, telephone number, drivers license, or any other information required by OSM. If a competitor is unable to pick up their check at the track arrangements can be made to have the check mailed. This will be handled on a case-by-case basis and ALL the proper information required must be submitted to the Director of Events (at the track) for the check to be mailed. MARKETING & MERCHANDISING RELEASES All vehicles, drivers, crew, spectators and competitors, upon consideration of being permitted to enter an OSM event, hereby release the following rights. All rights to advertising, images, promotion, filming, recording, exhibition, t-shirt sales, likenesses, photographs, slides, sound recordings and any other merchandising or market-related items as deemed necessary by OSM of the drivers, vehicles, spectators and crew. OSM may assign, sell, loan, or transfer these rights. RAIN OUT POLICY & EVENT TERMINATION It is the goal of OSM to complete all events in the timeliest manner regardless of weather conditions. The OSM and our home track have a strict NO REFUND POLICY! No refunds at any time for any situation. If you enter an event, you knowingly do so at the risk of rescheduling, cancellation, curfew expiration and/or change of venue. If necessary, events will be completed by running late, or by extending eliminations into possibly another weekend or event. In the event an event is not completed it may be completed depending on availability and the number of cars and rounds left to complete. If a class has not run first round or a class has more than eight cars left in competition the event may not be eligible for completion. In the event of race termination or cancellation gate fees for driver, car, spectator, or crew will NOT be refunded under any situation. REFUND POLICY Once a competitor has entered the tech process, there will be no refunds of entry fee. No spectator or crew refunds are issued regardless of situation.
